I had the same issue when I tried running it on Steam. What fixed it for me was having VSync and Frame Buffer Effects ON in the advanced options, but have Force Speed Effects turned OFF. I also have shadows, soft shadows, and grass ON, just in case that affects anything.If that doesn't work, double-check your graphics card settings (e.g. Nvidia Control Panel; I don't know the Radeon equivalent) and make sure that your card is using the game settings for VSync.
